The last decade witnessed many shifts in the field of Russian foreign policy, and these shifts took many forms, and came in the form of coups and decisive shifts that affected Russia's global position, which left its mark on the decision-making process in Russian foreign
policy, as Soviet Russia lost in During that period, its position as a great empire that extended its areas to various parts of the world.
Among the dilemmas facing Russia after the dissolution of the Soviet Union is how to draw up its new foreign policy in light of the new world order that is dominated by its former rival, the United States of America on the one hand, and the decline in economic, political and military status, the disintegration of Russian society and political instability, Russia also faced the problem of restructuring foreign policy after disintegration and the crisis accompanying this disintegration, so it became necessary to build new Russian foreign policy-making apparatus.
