Challenges Facing the Activation of the Economic Role of Awqaf in Libya: An Applied Study on the City of Misrata

Abstract

This research aimed to study and analyze the most important obstacles and challenges facing the activation of the economic role of Awqaf (Islamic endowments), applying it to the reality of endowments in the city of Misrata. The researchers used the descriptive and analytical approach, in addition to using the questionnaire method to collect data and information about the subject and variables of the research. The research was based on a main hypothesis that there are economic, administrative, legal and security obstacles and challenges that stand in the way of activating the economic role of endowments in the city of Misrata. Three sub-hypotheses branched out from this hypothesis that were tested in the research. The research reached a set of results, the most important of which are: Despite the abundance of endowment resources and assets in the city of Misrata, they do not perform their social and economic role in society. This is due to the many economic, administrative and legal challenges that stand in the way of activating the economic role of endowments.
